Economically Disadvantaged Women-Owned Small Business (EDWOSB)
Sole Source Contracting
Simplify your procurement process with EDWOSB Sole Source Acquisition with Valor 3 Services, LLC. If your project’s contract value is less than $4.5 million, consider EDWOSB Sole Source Procurement.
Overview
Before considering small business set-asides, Contracting Officers must generally consider a WOSB or Economically Disadvantaged WOSB, due to the addition of FAR 19.1506, established by the U.S. Small Business Administration (SBA). Sole Source authority provides Contracting Officers the ability to procure services in a streamlined and shortened timeframe.
Benefits
The EDWOSB Sole Source process provides agencies many procurement benefits, including streamlined acquisition, a reduced decision cycle, decreased administrative costs, best value prices, and WOSB Small Business credits.
STREAMLINED ACQUISITION
Cuts down on the lengthy procedure of creating a comprehensive RFP, posting the solicitation, waiting for contractor responses, evaluating proposal submissions, and minimizing the risk of potential protests.
REDUCED DECISION CYCLE
Typically, awarding a EDWOSB sole source contract takes just a matter of days, instead of months.
DECREASED ADMINISTRATIVE COSTS
The procurement process is streamlined to its shortest duration possible.
BEST VALUE PRICES
The agency engages in direct negotiations with the firm to secure the best value.
EDWOSB SMALL BUSINESS CREDITS
The agency obtains credit for promoting EDWOSB participation.
The Sole Source Process
The EDWOSB Sole Source process follows the same rules as Service Disabled Veteran-Owned Small Business (SDVOSB) or HUBZone Sole Sources:
-
01
The agency’s Program/Project manager creates a statement of work and prepares a government cost estimate.
-
02
The Contracting Officer/Specialist selects an appropriate NAICS code and allocates funds.
-
03
The Contracting Officer/Specialist confirms the utilized NAICS code is on the list of substantially underrepresented federal procurement NAICS codes.
-
04
The Contracting Officer/Specialist does not have a reasonable expectation that offers would be received from two or more EDWOSBs, if a competitive procurement was issued.
-
05
The Contracting Officer/Specialist confirms the total contract value (including all optional services and optional contract periods) does not exceed $4.5 million
-
06
The agency chooses Valor 3 Services, LLC to perform the work.
-
07
The Contracting Officer/Specialist confirms that Valor 3 Services, LLC is a EDWOSB for the selected NAICS code by reviewing SAM.gov.
-
08
The Contracting Officer/Specialist confirms that Valor 3 Services, LLC is a responsible contractor with proven performance.
-
09
The Contracting Officer/Specialist submits the statement of work and request for quotation to Valor 3 Services, LLC. The prepared contract documents must include the following statement: “Request procurement be made pursuant to the Small Business Act 15 U.S.C. 637(a) and in accordance with FAR 19.1506”
-
10
Valor 3 Services, LLC submits its quotation to the agency.
-
11
The agency evaluates the quotation and confirms the award can be made at a fair and reasonable price.
